The following guidelines were issued in October, 2011:

  • Carriers must send alerts to customers when they near or reach monthly limits on voice, text, data services and international roaming charges
  • Carriers have until 10/17/2012 to provide customers with at least two out of the four notifications
  • Carrier have until 4/17/2013 to provide all of the alerts
  • Alerts must be free with no opt-in required
  • Carriers must clearly disclose any tools that mobile providers offer to let consumers set their own usage limits and monitor their usage balances
